Planning & Development

With hundreds of units to keep track of each day, RHA’s Planning and Development Department is always busy. The Planning & Development department is in charge of construction and upgrades on all of our public housing sites and RHA-owned properties.

This department is also in charge of new and long-term development plans, whether building an entirely new complex or rehabbing and modernizing an existing property.

The upkeep and modernization of every RHA complex and property depends on development to continue to provide safe, affordable housing for our residents.

What does the Planning & Development Department do?

In a nutshell, this department creates and sustains RHA housing. They flesh out long-term projects, help procure contractors, acquire permits, liaison with government entities, and even go so far as to choose kitchen faucets and paint colors.

They are the heart of growing RHA affordable housing and maintaining it through capital fund projects.

Planning & Development Projects

Paradise Plaza

RHA recently acquired this new facility on Oddie Blvd. to be used as a resident services hub. Once renovations are complete, the space will be a true one-stop-shop for clients and community members looking to acquire resources to build independence and self-sufficiency. With many essential businesses already located in Paradise Plaza, this space is well-positioned to host RHA Workforce Development programs including financial literacy, resume writing, a variety of post-secondary education and other initiatives designed to enrich the lives of adults and youth in RHA’s programs.

Railyard Flats

RHA is a part of the affordable housing solution for Northern Nevada, and Railyard Flats is another opportunity for us to play a bigger role. This project is an excellent example of one-time funding coupled with the deft ability of RHA and cooperation from the city of Sparks to acquire and begin construction on a missing middle housing infill project. Once complete, this complex will include 15 new units of affordable housing for low-income people in the city of Sparks.

Dick Scott Manor

Opened in August 2024, Dick Scott Manor is RHA’s newest affordable housing development specifically designed for homeless veterans and veterans at-risk of becoming homeless. By using project-based Veterans Affairs Supportive Housing (VASH) vouchers, RHA is able to provide rental subsidies to all 12 units and ensure rents remain sustainable to residents. Tenants receive supportive services through the US Department of Veterans Affairs. The development is funded by the US Department of Housing and Urban Development, State of Nevada Home Means Nevada Initiative, the City of Reno, the Reno Housing Authority, and The Home Depot Foundation. The land for the project was generously donated by the City of Reno.

RHA has been part of Washoe County’s affordable housing solutions for over 80 years and Dick Scott Manor is just one more way that Opportunity Knocks at RHA.

Essex Manor Garden

Essex Manor is blossoming with a new community garden! With the help of Urban Roots through the Gardening for All Program, residents helped build a vibrant, green space to enjoy for years to come. This is the second community garden built at an RHA property. We’re grateful to partners like Urban Roots for helping create beautiful environments that foster togetherness!

New Energy Efficient Appliances

RHA’s asset management team recently installed more than 200 energy efficient refrigerators to residents at our public housing sites. We are thankful for our partnership with NV Energy, as these projects help our low-income residents save money on long term expenses.

Recreation Area at Essex Manor

RHA is always looking for new ways to enhance the quality of life for our residents. The Essex Manor recreation area has seen upgrades to the outdoor community area including a basketball court, turf area, new rubber bark and a level playground.

Myra Birch Outdoor Rec Area

Thanks to resident feedback and months of hard work from construction teams, RHA upgrades are complete in the community recreation area of Myra Birch Manor. The refurbishments include a new half-court basketball area, hopscotch, a picnic space, dog park, and raised garden beds. Projects like this allow RHA to provide more than just a house for our residents, but a home.

Future Plans

As an MTW organization, the RHA’s five-year plan is embedded within our annual MTW plan.
Supporting and Maintaining Our Properties
The development team oversees larger repairs and major upgrades, from building a new playground, to replacing sewers or paving asphalt. They track when units are due for new countertops, new furnaces, or other upgrades. This is also the team that converts units to be ADA compliant when necessary.
